Riding mowers had one attached to the seat that shut off the engine when you get off. Snow mobiles had a wrist band with a key. Check the carb for a small wire that grounds the coil when it is set to turn off. Check the on off switch for a break n the insulation that is grounding the spark. When you had the plug out of the cylinder did you have a great connection to the cylinder head?? It will not spark without a good connection. BUT it will shock you if you hld the spark blug wire and someone pulls toe cord. I have my little brother hold the plug wire and I Pull the cord. He always falls for this trick.
